Stakeholder Engagement

Stakeholder participation, input, and buy-in are critical for a feasible and equitable recovery plan that meets the needs of Oʻahu’s communities. Recognizing this, the City developed the Plan through extensive consultation, discussion, and workshops with City government departments, community-based organizations, and recovery stakeholders.

The stakeholder engagement process began in January and continued through December of 2023. The process included developing a Core Planning Team composed of local, state and federal agencies, a Community Advisory Group composed of a diverse group of community stakeholders, and a public survey. What We Heard


Community Advisory Group

The Community Advisory Group (CAG) for the Long-Term Disaster Recovery Plan was comprised of representatives from Oʻahu’s local organizations, communities, neighborhoods, and other non-governmental stakeholder groups who:

  1. Were currently or recently involved in disaster preparedness / recovery planning activities;

  2. Are most likely to be impacted by natural disasters;

  3. Represent groups or communities with specific needs or challenges; or

  4. Wanted to support and participate in the recovery planning process.

The CAG convened several times throughout the planning process to provide critical non-governmental, localized expertise and guidance to the planning process, and ensure that Oʻahu’s communities were represented in the final plan. The CAG worked alongside the Project Team to finalize, approve, and distribute the final plan to stakeholders across the island. For a list of CAG members, click here.

Community Advisory Group Meetings


Core Planning Team

The Core Planning Team (CPT) was comprised of representatives from City and State departments and agencies that have led or supported disaster recovery activities in the past. The CPT focused on evaluating the City and County of Honolulu’s current recovery infrastructure, connecting and leveraging the technical expertise and experience of government entities, and developing a Disaster Recovery Governance structure that will manage City-wide response in the event of a major disaster.

The CPT met throughout the planning process to discuss recovery challenges and opportunities, identify gaps in capacity, collaborate with the CAG and Project team on Plan components, and review and refine drafts of the LTDR.
